Poliste yolsuzluk: ABD örneği

Abstract

Bu makalede bir polis örgütü içinde karşılaşılan yolsuzluktan hareketle polis meslek etiği ve ilgili yorumlar ele alınmıştır. Bunun için konuya ilişkin makaleler, edebiyattan satır arası bilgiler, medyadan haberler ve kişisel deneyimler kullanılmıştır. 1970’li senelerde, Amerikan polisi içinde bazı ufak tefek yolsuzluklar kamuoyunun dikkatini çekti. Yaygın bazı uygunsuz haller; yazılı meslek etiğinin aleyhine, küçük kişisel çıkarlar edinme yolundaydı. Siyasi otoritenin tepkisi sert oldu. Yakın takip birimleri ihdas edildi. Ancak sonradan, cezalandırılan elemanların, zevahiri kurtarmak üzere feda edilmiş günah keçileri olduğu anlaşıldı.

In this article, departing from corruption encountered within a police force, professional police ethics and related interpretations are considered. To achieve this purpose; articles pertaining to this topic, hidden transcript from literature, media news and personal experiences are employed. In 1970’s some petty corruption cases in the police force attracted the attention of the public opinion. Common inappropriate situations involved little personal benefits to the detriment of the written professional ethics. The political authorities reacted violently, establishing close surveillance through specially established units. However, the penalized members later appeared to be scapegoats sacrificed for the sake of the betterment of the reflected image.
