MAHALLİ İDARELERİN TÜRK İDARE TARİHİ AÇISINDAN GELİŞİM SÜRECİ VE HİZMET SUNUM YÖNTEMLERİ

Abstract

Mahalli idareler, mahalli hizmetlerin sunumunda önemli rolü olan kamu tüzelkişileridir. Mahalli hizmetlerin sunumunda halka en yakın idari birimler olmalarısebebiyle büyük önem arz etmektedirler. Merkezi yönetim tarafından yerinegetirilen kamu hizmetlerinin değişmesi ve gelişmesi mahalli hizmetlere de etkietmektedir. Dolayısıyla mahalli idarelerin yerine getirmeleri gereken hizmetler deartış göstermektir. İşte bu sebeple mahalli idarelerin gelişim süreci ve gördüklerihizmetler incelemeye değer görülmüştür. Çalışmada, mahalli idarelerin mahallihizmetlerin sunumundaki rolünü anlayabilmek için öncelikle mahalli idarekavramının içeriği açıklanacak, ardından Türk İdare Tarihi açısından gelişiminedeğinilecektir. Ardından mahalli hizmetlerin görünüşünde idarenin rolünedeğinilecek, hizmet sunum yöntemleri açıklanmaya çalışılacaktır.

Local administrations are public legal entities that have an important role in the provision of local services. They are of great importance in the provision of local services as they are the closest administrative units to the public. The change and development of public services introduced by the central government also affect local services. Therefore, the services that local administrations should perform have also increased. For this reason, the development process of the local administrations and the services they saw were considered worthy of examination. In the study, in order to understand the role of local administrations in the provision of local services, the content of the concept of local administration will first be explained and then its development in terms of Turkish Administrative History will be mentioned. hen, the role of the administration in the appearance of local services will be mentioned and service delivery methods will be explained.
